Not really, because everyone has to during the winter.
Depends on the context.
If in a small enclosed space (with people around) like a train, tube, very small shop — then yes.
If in an open space, such as streets, parks — no.
I think it's always preferable to loudly trying to keep it in.
I've had an exam in the Netherlands with a random guy in front of me doing it, for about 2 hours straight. It drove me mad that I couldn't fully focus on the exam for such a stupid reason.
It's the opposite in Japan. Blowing your nose is equivalent of farting, but it's acceptable to sniff all day long and nobody will say anything.
That once happened to me too, it drove me nuts
In pre-corona days: It was slightly frowned upon. Acceptable when done in a handkerchief, completely unacceptable when done in your bare hands. Oh and for the love of God: please, do not inspect the "catch"
Corona days: blow your nose in public, and people will stare at you. Suspiciously. Thinking: "unclean, unclean". .

Sneezing in your hands is considered vulgar. However, in Holland a lot of people used to do that. Nowadays it’s the inside of your elbows only.. which is rather strange as the Corona greeting is bumping the outside of your elbows. Now consider the velocity of particles when you sneeze...

No, this is the polite thing to do here. Sniffing/snorting is seen as rude, gross and disgusting here. If you must blow your nose, do it or ask for a tissue if you don't have one, people will be thankful for it since we can't stand hearing people with congested noses sniffing instead of blowing their nose.
It's exactly the same for us in Italy.
In Italy it's completely fine and not rude. I can say the same for Serbia too.
No. Still, I avoid doing it in public. Nothing fashionable about it.
You certainly wouldn't do it grossly or loudly, but in general it isn't a mortal sin to blow your nose discreetly in a public place.
Before Coronavirus, it was looked down upon but now people are alot more conscious

No, but it naturally comes out loudly for me (otherwise it will be as if I'm doing nothing) so everyone's always staring :/
Yes at least my mom used to complain about me doing it but its still better than the alternative of having snot coming out of your nose
