Elves tend to be where elephantmen originate - I think because of proximity, but it could be cultural values too.

Did you mod dwarves to build in the forsts?

I'm not expert, but I believe it is mostly local populations joining, thus why elves have so many. Older worlds will also have migrations and conquests mix the pot a bit. If you want elephant men, the best bet would be to have dearves build hillocks in forests, or have elves in the world and let history run for a while.

you would likely need to keep regenerating until that doesn't happen. which is unlikely, if you are playing on high megabeast pop or a smaller world size. You could try upping the civs generated as well, or I believe there is a trick to 'duplicate' the civ and thus increase the available population.

You could make this all quite a bit easier by just adding [OUTSIDER_CONTROLLABLE] to elephantmen.

you're still relying on RNG to get you what you want - how many worlds did you gen up? I haven't had elephant men in my worlds for as long as I can remember, but also play on pocket worlds, where tropics are pretty rare.
