Ok so you wont be able to complete the quest that requires the wish flowers and mole crowns until you complete that first recipe quest. But! You shouldnt need it as the recipes for the 4 new potions should be available through the witches catalogue (either through Diane or the Witches Scroll). And the potion you need only requires materials that're available without going into the Mushrooms.

That first recipe quest will only give you the recipes to the candies that can be made from the new area.

The problem is that Diane doesn't sell the recipes for the new potions. I have the same bug, she says she will provide equipment and new potions, but all you get is access to the basic incubator, basic mixer, and then there's nothing else. Her inventory is the same, and there is nothing else near her that can be interacted with; the Witches' Scroll isn't interactable at all, it never became visible! The bits where Diane talks to you as you return home happened, for me, after 6 pm, so I was speaking with a disembodied Diane and a barren arrow sign. Nothing else became available, her inventory has been the same since, and she has nothing to say regarding the doll or any new potion dialogue.

Huh thats weird... The morning after repairing/upgrading the Witches House there should've been a cutscene/dialogue where DIane shows the Witches Scroll and Ellie signs something. Cause for me I also had the disembodied Diane speak to Ellie once i returned to the Witches House after unlocking the Cloud Meadow but the Scroll was unlocked and visible by then .-. Ill reload another save before the repair quest and see what happens

Update: loaded a save from even before the quest to repair the house started and sped run through repairing the house. The next morning the Magic Scroll (aka the actual Witches Catalogue) should show up and be introduced via Diane. Then sped ran repairing the bridge and got to Cloud Valley then returned to the house and DIANE WAS ACTUALLY THERE FOR ME!? (should be noted that the time in game was 9:10am so that might be why) And I could purchase the new potion recipes.

(also should note this was all done in version 4.0.14.0 with a save file that was started from before this current version so idk if that matters or not)

I'm stuck here too. I have Diane and the scroll everyday, but the scroll only tells me the hours that the witch catalogue is accessible (8am-6pm), I can't interact with it to get the tool upgrades or the new recipes and Diane doesn't have anything new. And the new cloud vally potion quests that Diane offers for luna coins are asking for candies that I haven't learned how to make.

Okay so based on the comment above, I loaded a save before having Kyla uprgade the house too. I had to do it twice because Diane was only showing up at night when i came back to the house. To be safe, I had Kyla upgrade the house in the morning and I just went into the house and waited until 8pm to sleep and exit the house (to make sure Diane would speak to me during the day). The interaction happened right as I left the house in the morning and she was actually there and the animated scroll was there too, I'm able to access it now and the new items. It is a bit tedious to go back, but that's also how I fixed it.

I got the cutscene and Diane introducing the scroll, but none of the recipes were there. Then, the game updated while I was playing and I had to exit, lost my progress, did it all over again, got the cutscene with Diane and still nothing.

You need to fix the bridge and go to Cloud Vally. If you're able to access the scroll, when you get back to your house after going to cloud vally the first time, Diane will tell you about the new things and the scroll will now have them for sale. Including the potions needed to progress through Cloud Vally.

Yes, I understand that. The scroll did not appear after Diane's cutscene either time. Only the same sign with witch catalog hours. I went back to an earlier save and made sure to do everything in the morning (fixing the bridge and going to Cloud Valley) and that seems to have fixed the issue.
