AFAIK, Microsoft stopped supporting Windows Mobile Device Center after Vista. At one point, it was supposed to be compatible with Windows 7, but later versions of the support article (http://support.microsoft.com/kb/931937),
mention only Vista. See, for example, this version from 2011:

On the other hand, as with many Windows 7 resources, Microsoft has "retired" the Windows Mobile Device Center and the Microsoft download links are no longer active.
It does seem to be available from third-party sites. Although I generally do not recommend downloading Microsoft software from third-party sites, this one seems likely to be reliable, even though the site doesn't seem to have been written by someone whose
first language is English:

You might check in the support forum for your GPS device and see if there is some other software that you can use instead of WMDC.
