Got it! It’s by Coop: https://en.m.wikipedia.org/wiki/Coop_(artist) and it’s an ad for a 1994 gig.

Kerrang gave art print copies of the Soundgarden Coop poster away free with the magazine in 2018

There are a lot of references in those posters. The creators just seem to like a lot of good music. I've noticed a couple Guided By Voices posters as well.

Not to mention Game of Pricks on the stereo when Richmond has an orgasm

It's just adding to the character that Roy isn't into what's mainstream i.e liking rock music at a time where pop and rap were most popular.

You also see him singing Another Brick In The Wall and playing Guitar Hero in other episodes.

It reminds me of Deadline magazine?

Deadline was a late 1980s/1990s UK publication that combined comic strips with band interviews.

Tank Girl originated from Deadline (and Tank Girl’s illustrator, Jamie Hewlett, went on to create the cartoon band Gorillaz)
