The Fallen
Photo: Transformers: Revenge of the Fallen / Paramount PicturesAppears In: Transformers: Revenge of the Fallen (2009)
Why He's More Than Meets The Eye: As one of the Primes, The Fallen (also known as Megatronus Prime) is nearly immortal. He can use telekinesis to control other objects and create portals to teleport himself. He favors a Shock Spear in battle as it can amplify his abilities. He's full of rage and chaos, ever since he betrayed the other Primes and became the first Decepticon.
Most Ruthless Moment: As the main villain in Revenge of the Fallen, he plots to use the Star Harvester (which is hidden inside the Great Pyramid) to steal the energy of Earth's sun. The Fallen doesn't care that harvesting the Sun would kill humans; in fact, the reason he originally betrayed the other Primes is because he took issue with their rule of never harvesting any star that supports nearby planetary life. This manner of cruelty is simply The Fallen's base nature.

Megatron
Photo: Transformers / Paramount PicturesAppears In: Transformers (2007), Transformers: Revenge of the Fallen (2009), Transformers: Dark of the Moon (2011), Transformers: Age of Extinction (2014), and Transformers: The Last Knight (2017)
Why He's More Than Meets The Eye: Megatron is perhaps the most evil Cybertronian, but he's certainly one of the most infamous, thanks to appearing in most of the films. He is the power-hungry tyrant of the Decepticon army, holding onto this position thanks to his unequaled hand-to-hand combat skills. Megatron can also master any weapon he uses, with his favorites being maces and swords. He also has a tendency to come back every time he's seemingly defeated.
Most Ruthless Moment: There are countless moments demonstrating Megatron's ruthless behavior; after all, he's present as a villain (if not the only villain) in most of the movies. One moment that always hits hard is when he kills Optimus Prime in Revenge of the Fallen.

Shockwave
Photo: Transformers / Paramount PicturesAppears In: Transformers: Dark of the Moon (2011), Bumblebee (2018)
Why He's More Than Meets The Eye: Even though Shockwave doesn't have flashy powers, he's still a formidable foe feared by Autobots because of his skills as a scientist and assassin. Shockwave's primary weapons are right-hand and left-arm cannons and an optic sensor, but he also has a pet Driller which is quite deadly, as well.
Most Ruthless Moment: Throughout Transformers: Dark of the Moon, Shockwave plays a key role in the Deceptions' invasion of Chicago. During the Incursion, he sends his Driller to try to knock over a building with Sam Witwicky and several other humans inside. He also comes quite close to defeating Optimus Prime, proving he shouldn't be underestimated.

Scourge
Photo: Transformers: Rise of the Beasts / Paramount PicturesAppears In: Transformers: Rise of the Beasts (2023)
Why He's More Than Meets The Eye: Scourge is leader of the Terrorcons, and he's feared to to his reputation as a ruthless trophy hunter who takes great pride in his kills. His primary abilities stem from dark energy that a dark god imbued into him when he agreed to be its servant. This power makes him invulnerable to all except the most powerful Autobots, such as Optimus Prime. Weapons-wise, Scourge also has a deadly arsenal of an electric claw, an ion cannon, and a fearsome sword known as the DarkBlade.
Most Ruthless Moment: Transformers fans worldwide can agree that Scourge's most ruthless moment is killing Bumblebee, a beloved Autobot who has been a part of the franchise since the first live-action film in 2007. Bumblebee is the second most important Autobot behind Optimus Prime, so seeing Scourge rip the Autobot insignia off his forehead is gutting.

Appears In: Transformers: Age of Extinction (2014)
Why He's More Than Meets The Eye: In Transformers: Age of Extinction, KSI CEO Joshua Joyce acquires the remains of Megatron and rebuilds him into a new form: Galvatron. His transformation into an unhinged and irrational leader awakens new abilities and weapons, such as a revamped version of Megatron's fusion cannon, which can even be turned into a particle beam cannon.
Most Ruthless Moment: In Transformers: Age of Extinction, Galvatron, under Lockdown's control, orchestrates the betrayal of humanity by unleashing an army of Transformium-infused drones intent on destroying all Autobots and humans. He was meant to be humanity's savior, but instead becomes its biggest enemy.

Starscream
Photo: Transformers: Dark of the Moon / Paramount PicturesAppears In: Transformers (2007), Transformers: Revenge of the Fallen (2009), Transformers: Dark of the Moon (2011), Transformers: The Last Knight (2017)
Why He's More Than Meets The Eye: Decepticon Air Commander Starscream is one of the most feared Decepticons in the Transformers film franchise, sometimes seen as more dangerous than Megatron. His power-hungry, unpredictable, egotistical, and cowardly nature makes him a great danger to anyone unprepared.
Most Ruthless Moment: Starscream has plenty of villainous moments across his appearances in several Transformers films, but the best example of his terrible ways comes in the original 2007 film. He ruthlessly fights Ratchet and Ironhide, wounding them terribly even in a two-versus-one scenario.

Why He's More Than Meets The Eye: The Constructicons are a fierce sub-faction of the Decepticons, so it's no surprise that Devastator, composed of eight Constructicons together, is one of the most intimidating villains in the franchise. Devastator has plenty of strong weaponry, but the scariest is his Vortex Grinder, which lets him expand his mouth and vacuum anything in his way. In the riveting Transformers: Revenge of the Fallen film, he uses this ability to consume Mudflap. On top of that, he can shoot lasers from his right arm and missiles from his shoulders and left arm.
Most Ruthless Moment: Devastator is terrifying due to his overwhelming power and simple-minded pursuit of whatever goal Megatron orders him to do. When he climbs the Great Pyramid, it takes an experimental US military weapon to take him down.

Barricade
Photo: Transformers: Dark of the Moon / Paramount PicturesAppears In: Transformers (2007), Transformers: Dark of the Moon (2011), Transformers: The Last Knight (2017)
Why He's More Than Meets The Eye: Barricade starts at the bottom and rises to the top of the Decepticon food chain. He becomes Megatron's new right-hand man after Starscream dies in Chicago in Transformers: Dark of the Moon. Despite rising to a prominent position, he isn't as dangerous as other Decepticons, but he's still far from harmless. He comfortably wields various weapons like a mace, a heat scanner, and a Cybertronian gun.
Most Ruthless Moment: Barricade shows his true colors early on when he's tasked with finding the Allspark and comes upon Sam Witwicky. He relentlessly chases Sam and Bumblebee using the various weapons in his arsenal.

Lockdown
Photo: Transformers: Age of Extinction / Paramount PicturesAppears In: Transformers: Age of Extinction (2014)
Why He's More Than Meets The Eye: Lockdown is a Cybertronian assassin and master manipulator who can easily conceal his face in robot mode to target his victims. He also has many long-range short-barrel guns that do significant damage. Another hugely powerful item, though not necessarily used as a weapon, is the Seed, a device capable of turning an entire planet to metal, which he offers to Harold Attinger in exchange for help capturing Optimus Prime. Lockdown acts on orders from the mysterious Creators, and he will work with others if he considers it useful, or turn on them in an instant if he pleases.
Most Ruthless Moment: In Age of Extinction, Lockdown is the main antagonist, tasked with bringing Optimus Prime to the Creators. The biggest display of his power comes when he defeats Optimus by impaling him on his own sword, making him one of only a handful able to do so. He might have finished the Autobot off for good, if not for Bumblebee saving the day.

Appears In: Transformers: Rise of the Beasts (2023)
Why He's More Than Meets The Eye: There is no denying that, in an objective sense, Unicron is the most powerful and deadly villain in the entire Transformers universe. Unicron is cosmic in size and his alternate form is a planet. He can consume entire worlds with little effort and often causes the Decepticons and Autobots to work together when he appears in their current universe. One of his most fearsome powers is his ability to travel between universes and appear in different realities.
Most Ruthless Moment: Fans of the live-action film series get their first terrifying glimpse of Unicron in Transformers: Age of Extinction, but it wasn't until Transformers: Rise of the Beasts that his true terrifying presence is revealed. At the very start of the movie, Unicron consumes the home planet of the Maximals - that apocalyptic act is just another day, for a deity like him.

Quintessa
Photo: Transformers: The Last Knight / Paramount PicturesAppears In: Transformers: The Last Knight (2017)
Why She's More Than Meets The Eye: Quintessa a powerful sorceress who is capable of levitation, telekinesis, magic brainwashing, and creation of life. It is she who created the Cybertronian race. She uses magic to exert her power, rather than fighting her enemies head-on, and she comes to Earth seeking to recover her staff that was stolen from her by her Knights and given to Merlin.
Most Ruthless Moment: A prime example of Quintessa's ruthlessness is when she easily restrains and brainwashes Optimus Prime and brainwashed him in The Last Knight. Even though Optimus eventually regains control of himself, and Quintessa is apparently defeated, she survives and disguises herself in human form, showing that she'll keep lurking in the shadows and pursuing her own ends.

Nemesis Prime
Photo: Transformers: The Last Knight / Paramount PicturesAppears In: Transformers: The Last Knight (2017)
Why He's More Than Meets The Eye: In The Last Knight, Nemesis Prime is a brainwashed version of Optimus Prime, which means he has all of Prime's power and strength. He's controlled by Quintessa and sent to Earth to retrieve the powerful Staff of Merlin, with little trace of who he used to be, making him a terrifying foe.
Most Ruthless Moment: While under Quintessa's control, Nemesis Prime fights many of those who are his friends and allies. It's particularly sad to watch him fight against Bumblebee. Although Nemesis defeats his comrade at first, the sound of Bumblebee's true voice reminding him of their friendship gets through to him, allowing Optimus Prime to regain control of himself just before it's too late.

Sentinel Prime
Photo: Transformers: Dark of the Moon / Paramount PicturesAppears In: Transformers: Dark of the Moon (2011)
Why He's More Than Meets The Eye: Sentinel Prime is the last of the Primes, but this doesn't stop him from becoming a villain. His powers include great strength and durability; he's also master leader and an incredible fighter able to beat a Decepticon in combat. Sentinel Prime's weapon of choice is the Primax Blade, which is an ancient double-bladed sword.
Most Ruthless Moment: Sentinel Prime was the legendary leader of the Autobots before Optimus Prime, so it's both shocking and gutting when he turns out to be a traitor in Transformers: Dark of the Moon. He reveals that he made a deal to ally with Megatron and save Cybertron, because he believes the Autobots can never win the war.

Appears In: Transformers: The Last Knight (2017)
Why He's More Than Meets The Eye: Perhaps the most uncontrollable Decepticon to ever exist is Berserker. He is such a villainous adversary that most Decepticons give him a wide berth, while Megatron wants him in his army. Unfortunately for Megatron, Berserker is held in captivity for his heinous acts. He doesn't have many weapons or powers, but as his name implies, he is a destructive Decepticon with an insatiable lust for violence. He quite literally shreds and destroys anyone and anything that gets in his way. His primary weapons of choice are a Cybertronian spear and a handgun.
Most Ruthless Moment: In the film Transformers: The Last Knight, Berserker is a minor antagonist because he is captured by the human Transformers Reaction Force (TRF) and held imprisoned. Though he only appears for a short time and isn't seen in “action,” his appearance is still scarier than plenty of other antagonists, thanks to his intimidating posture and the foul threats he spits at anyone nearby.
