These guys never get caught. There's like 20 of them and they've been doing for this for years. Even if they get caught it'll just be for one incident like speeding or reckless driving and in NY you can just get bailed out of jail easily.

If you’re expecting something to happen in terms of police action. It’s an uphill battle. Cars have fake plates or none at all. Accidents here turn into hit and runs because of this.

Unfortunately it would be hard to charge a passenger with anything in this clip. There is the possibility that they bring him into interrogation and scare him into giving up whatever info he has, but I suspect NYPD already has the driver's info but has trouble actually prosecuting.
