Edit: Apparently, clarification is needed to my initial question. Steve Zahn is an actor. I was asking about the actor playing a cameo. I’m familiar with the NPC character.

He’s a Loser NPC from FO1 (the was the nickname the FO1 devs used to refer to the animation). The actor did a great job recreating how they look and act. I laughed all the way through that scene. Like all background NPCs he has no plot relevance.
I know the character. I think the actor was Steve Zahn as a cameo and he is uncredited.

Thanks for the research. Just going to point out your original question wasn't "Who acted the no pants guy in episode 2?" That phrasing would probably have helped get a better answer for what you meant. ;)

I thought the same thing too. Xray on Amazon prime didn't name the actor and he's not listed on anything I can find.
If that's not him, he sure does look like him.
I think it was Michael Abbott Jr. X-ray didn't show anything on my screen either, but IMDB credits him as "Farmer" on the show.

It's Michael Abbott Jr. I thought it was zahn as well. Even sounded like him. This Abbott Jr guy has photos of it on his Instagram.
