As soon as Harvey S. Potter descends upon a drought-stricken farmland, he begins to grow a mysterious but beautiful crop of balloons. Mystified by the new resident's abilities, the people of the town are mesmerized by Potter, who immediately becomes the best thing to happen to the dejected area in a long time. The happiness doesn't last long, however, when talk begins to surface about Potter's true identity.

Rip Torn in a role he was absolutely born for. Post-Matilda Mara Wilson acting like she’s never acted a day in her life. Laurie Metcalf with an absolutely unhinged performance. All thrown together with an incredibly loose plot with an even looser moral by the end of it all, this is one weird kids movie.

I loved Jerdine's Nolen book as a kid. The art was wonderful, and the subtle themes about discrimination, and the message of making something in your own way, helped add a lot to what's a pretty silly premise in general. I was excited to see the TV movie of it a few years later when it aired.
Holy hell this does not in any way represent the book. I'm absolutely convinced they just looked at the cover of the book and based this whole movie off of it. They took a book with a rather nice and mature message and turned it into "Believe in magic!!!" rubbish that got puked up by an executive who's desperate to get one…
This movie was made for 6 year old me. I had a childhood obsession with balloons, to the point my parents called me a “balloonatic,” and I embraced that name.
That said, this is a cheesy, cheaply made, weird as hell movie. I think maybe a stoner could enjoy it, though.
