Both. Smoking in Germany and partly Europe is way more common than in the USA. You can buy most of the stuff minus vaping stuff pretty much everywhere.
Also, there's machines on the street that sell cigs, and most hospitals also have a machine. most bars and restaurants also have a machine

Most people probably buy it at gas stations, supermarkets or specialized tobacco stores. You can order tobacco online, too. And depending on the region there might be quite a few cigarette vending machines in your area. I've never got those to work though.
