In Germany you have to hit at one those Freuleins and hope she dated an GI before so she has some connections to get some holy camel smokes or a bottle of coca cola or some nylons. That's how people here get their nicotine.

Most people probably buy it at gas stations, supermarkets or specialized tobacco stores. You can order tobacco online, too. And depending on the region there might be quite a few cigarette vending machines in your area. I've never got those to work though.
