It says "In memory of the Occupation" but I have been unable to identify the U Boat emblem

It’s not a uboat emblem as such. The inner shield is the coat of arms for the town of Bar-le-duc.

Hello, the town of Bar-le-duc is apparently located in the Eastern part of France, far from any port.
Seems like there was a Luftwaffe airfield, where Göring visited.
