How do you progress this quest, I've shot a whole bunch of relays and nothings happened yet. Am I missing something?

So far I looted the relay parts after destroying them. And occassionally, when getting close to a station (where I inteded to dock), I suddenly got a bunch of Tickers spawn on me and attack me. You have to repeat this a couple of times, until the Harvester arrives. I think I only destroyed 3 relays.

Perhaps you -have- loot the relay parts.

If you're talking about tale of the tick, I found that I had to attack a relay and then head to a trade lane intersection. They did not always attack, though.
