The mission of the Utility Billing Department is to ensure accuracy and efficiency in the assessment, distribution, and collection of utility charges. We will strive to provide customer service that will exceed all expectations by listening to our customers and responding to their needs in a timely, professional, courteous, and respectful manner.

Online Payments Portal/Phone Payments

The City of Melissa residents are encouraged to create an account at Municipal Online Payments. The online utility billing application gives customers access to their accounts 24 hours a day, 365 days a year, and is optimized for use on mobile devices.

Also, a new interactive voice response line will accept telephone payments at 866-261-7377.

  • Deposits for new utility service are $150 and are required upon submittal of the application. Deposit payments must be made online via PayGov.us. Please note that payments made through PayGov will show up on credit card statements as coming from Indianapolis, Indiana. Contact Utility Billing with any questions you may have.
