For the last several weeks, residents near the corner of Seventh Street and Berkeley Avenue have watched with alarm as water surged from the ground and fell into a storm drain near Harrison Avenue. And though the alarm seems well founded, officials say the flow is naturally occurring and will not impact ratepayers’ bills. “In time, this naturally occurring condition will subside.
