The official Victory at Sea rulebook

In this version of the Fleet Builder players create fleets based on the game mechanics as they are written in the official rulebook. You can choose to use the Warlord Points System or the SHIPs points systems which each determine the price of ships and aircraft differently. Some ships may have slightly adjusted stats depending on what points system you choose. This is good for small to medium sized fleets that do not have aircraft or aircraft carriers.

The official Victory at Sea rulebook & Admiralty Rules

The construction of these fleets are based on two sources: the official rulebook and The Admiralty Rules house rules which adds more details and clearer mechanics for the use of aircraft carriers, aircraft, scouting, additional national rules, and accounts for historical technology and strategies. The cost of ships is still based on the points system chosen, as explained above. The Admiralty Rules aims to address the issues with large, more diverse fleets with aircraft and aircraft carriers, and addresses otherwise significant issues in the official rules.
