Hi, I’m trying to figure out how to fix my friends calculator it is stuck on boot when plugged in and won’t even turn on when not plugged in I have tried the things. Texas Instruments website has said and that where it told me I needed to install an operating system. I tried using the TI connect app but it won’t even connect to that. The cord that I’m using is connected to my computer and I have tried the cord on my calculator and it works just fine (it’s my cord for my calculator) has anyone else had this problem? Here’s a vid

The battery might be dead. Newer TI-84 Plus CE calculators cannot charge flat batteries and will flicker similarly to this. If it's less than a year old then you can can contact TI Cares and they should send you a new battery for free.
I would swap a charged battery into this calculator. Then, hold 2nd and del while pressing the reset button. This should force the calculator into recovery mode.
Now it should be visible to TI Connect CE and you can reinstall the OS.
You can try charging the old battery in a different calculator. The battery will likely come back to life.
