Whenever I've heard or used the term, it's mostly been in relation to white collar workers (more often management-level) and executives. Basically, referring to a man who works in business (although nowadays "businessperson" is more common when the phrase is used at all).
A business person is one who prices a good or service in excess of the cost to produce it.
