We might know, but Margaret, the 47 year old casual primetime tv channel flipper who just happened to turn to CBS when Big Brother was on and only vaguely knows about the show, does not know how the veto works.
These constant and redundant explanations every single week are for all the Margarets that are channel flipping through the primetime shows that night. CBS wants to make sure they don't feel too confused by what they're watching so it's more likely they'll stay on the channel and possibly add the show to their DVR list.
CBS knows we'll tune in each week. Their main goal during the episode is to try to hook in anyone that might be channel flipping through the primetime tv shows.
The irony is that after the dumpster fire that was BB19, we need these basic DRs to make sure they're not throwing it to someone or win it and NOT use it on themselves like Mattress
To be fair, there are always first time watchers who don’t quite get what’s going on right away. Taking a couple seconds to recap the situation doesn’t do too much harm

I’ve wondered that too. I forget who it was (maybe Meech?), but there was even one where someone thought they were going home and did a ton of shit talking then STILL because it doesn’t matter.
Big Meech was fully expecting to go home in the double eviction and was quite shocked that they evicted Bridget over her.
Not that I can recall. They have 3 days to make up their mind after the veto ceremony, that's a lot of time for things to get pretty firmly in place.
Every once and a while a speech will cause chaos afterwards, for example Andrew in BB12 going after Hayden and Kristen, which caused Rachel to go after them after she won HOH.
Most of the time, the speeches are a waste of time. So, if you are in a position like Jessica when you know you are leaving, use it to blow up another person's game.

Number 9 irritates me the most. It is rare anymore that we get anything other than shoutouts to family, how they enjoyed their time in the house and how if they are good for someone’s game to please vote to keep them.
