Do I need an invitation from a travel agency in Belarus?

Important: for those flying in and out of Minsk after 12 February 2017 Belarus is visa-free for 5 days.

In case with migration-secure countries it is enough to print out a copy of the invitation and submit it to the local Consulate of Belarus along with a valid passport, visa application and the consular fee receipt. In case with other nationalities (UAE, SAR, etc.), the original of the letter of invitation to Belarus has to be sent via DHL – an inconvenient addition to the travel costs. 

The letter of invitation to Belarus is provided to a customer but is addressed to the Consulate of Belarus – hence the Russian language used in it. It contains a formal request of a travel agency to grant a visa to its tourist or tourists whose passport details are indicated in the invitation and who booked travel services listed in it. The invitation Belarus ends with a statement to undertake full responsibility for the actions of the invited person or persons while on a temporary stay in the Republic of Belarus.

My experience as a travel agent shows that if you hold a passport of a migration secure country, e.g. any EU country, Australia, USA or Canada, a booking confirmation issued by your hotel will be enough to grant you a visa for up to 10 days (as many as the nights booked) thus sparing you from the need to deal with Belarus travel agents.
