It’s pretty shitty for them to keep mum for Lily James. She got slut shamed mercilessly. If he has an open marriage then she was a single woman who hooked up with a man who was available-she did nothing wrong yet was called a home wrecker, people started rumors she had hooked up with every man she’s ever worked with, and she’s still talked about like she’s a slut. It’s shitty for him to bring it up again without absolving Lily of any wrongdoing. Making jokes about how he and his wife laugh about it accomplishes nothing except reminding people that they think Lily James tried to break up a marriage.
A lot of powerful men give their wives an ultimatum. "I get to sleep around and you dont, and you have to deal with it unless you want a divorce." This is common in Hollywood and with wealthy men, sports stars, etc and these women are shamed and don't want this known.
If it was truly a secret arrangement then where is the tea on all the wive's boyfriends? Oh right, they actually aren't allowed to have them.
There have been public "arrangement" couples in Hollywood before and its not that of a big deal. Dominic West is pretty much unknown to anyone younger than 25-30 at this point, at least in the states. The Wire season 1 was from 2002 and it doesnt exactly have a GoT or Breaking Bad cultural relevance, and those shows are a decade younger. People would care even less about him. I dont think society is the problem here. I think it’s him and men like him.
I think I came across this while going down a rabbit hole when the pandemic hit while trying to see if The Wire was for me since it had been on my queue forever. It was just a random fan comment that wasn’t even a gossip sub and was like, “Yeah when we’d see them filming in the area. Dominic West is a slut.” Or something super random and out of context just stuck in there that had me like:

If they really had an open marriage they would have ignored this completely and made zero comments on it, pretending like it never happened. But the bizarre reaction afterwards (hiding in the bushes, creepy unnatural statements and outings to prove "we're still together") makes me think his wife wasn't aware of the open marriage she's in, lol...
I think it's more like his wife pretended not to know for all these years, and he used to be smart enough to keep it on the down low so she could live in denial, happily in peace, never seeing any of it and having proof of any rumors. This attitude is actually quite common, especially in posh circles
