Can't install android phone drivers

I'm having trouble, probably started around late last year, that I can't install my android phone drivers. The device is currently marked with yellow exclamation.

If I go to device manager and right click-update driver, then after Windows try to install the driver, it tells me that Windows encountered a problem installing the driver for you device, One of the installers for this device cannot perform the installation at this time. Basically right now I try to connect my android phone in MTP mode, but it can't install the driver. It doesn't only happen to one phone, but any phone. And not only the MTP driver, but ADB etc also can't be installed with the same warning/error.

Also this might be related to the error, but I ran into Windows update failed with error found code 800F0246. When I ran Windows Update Diagnostic, it found 3 problems, and those are service registration is missing or corrupt, windows update error 0x80070057(2015-03-08-T-06_58_15A), and Problems installing recent updates, which the Windows Update Diagnostic says the error are fixed. If I immediately run it again, it will display 2 erros, and those are windows update error (similar to before) and Problems installing recent updates, which again it told me that those are fixed.

I have tried to boot into safe mode and try to install the drivers only to be facing the same cannot perform installation.

Other things I have tried are using sfc and dism, which can't detect any error on my PC (although previously I have used this command and found some errors and actually fix them with those commands).

I remember that previously I can connect my phone (even after fixing my PC using DISM), but suddenly it stop working and the PC failed to install the phone drivers.

What can I do to fix it? I don't want to do a system restore (because the latest one is still this year and not last year backup, thus useless), a refresh (because I don't like to reinstall all my programs, and especially a reset. Basically I want a fix that can simply allow me to install the drivers without messing with the programs and data on my PC.

Thanks for the reply. I haven't tested that manual procedure described in the link, but I just wanted to tell you that the last windows updates (lots of it!) that I've got and installed on March 12th 2015 probably fix my problem. I don't know which update exactly that fix the inability of installing driver (I tried to see each of the update description and non of the updates describe something that specifically fix my problem), but right now it is fixed. So there was probably something the previous update that broke my PC which is fixed with this new updates.
