I'm shooting a 20-minute event (sunrise) and wonder if using Resolve's 'change clip speed' option is equivalent to shooting time-lapse in the camera?

I'd prefer to shoot for 20 and have more control with Resolve than shoot time-lapse. Thoughts/opinions?

Sure it is. If you set it to full numbers, it'll just drop frames, as if you have stopped the camera between frames. Only disadvantage is card space needed.

If you need odd divide ratios, Resolve will calculate additional frames where needed. These can look strange, depending on image content and motion. Try both blend and optical flow for interpolation in that case, it's more tricky than for regular speeds.

If you're dropping multiple frames (scores, as in a timelapse) just use nearest frame and any speed, it will work.

Set too 2400 and you will have a frame per second of original

Also, you can set up to 32000 frames per second in the Clip Attributes in the Media Pool (Video Frame Rate/Custom).
Good for sunrise / sunset timelapse...
After changing the frame rate of the video in the Media Pool, you need to replace the clip in the timeline, the "old" clip will be marked as offline (red).
