Today I bought a new computer, (New Motherboard, new CPU, new Ram) installed fresh Windows 11 (Previously I was on Windows 10 on an older PC which wasn't supporting Windows 11. One of the reason I upgraded my hardware) I have been trying to activate it but it keeps failing. I have tried the troubleshoot. I am getting, "0x803fa067" error. Is it because I left my windows activated on the old PC? If so, I have also removed my previous linked device/account from accounts.microsoft.com but even then it won't activate. For the past 4 hours, been trying to contact someone on live chat, they are unable to solve my issue. After allowing them remote access. They couldn't solve my issue and instead asked me to wait as they have forwarded it to the tech department. Once I had my ticket closed because I was away for just 5 minutes after waiting for 40 mins. It's a horrible experience. My closed case number is 1037130866, and the new case number is,1037132409. (Support team said it will only take a few mins for someone in tech department to contact me) but I am still on hold for last two hours or so.

I know how frustrating this may be for you but I'll do my very best to help you.
Do you have a Windows license OEM or Retail version? The transferring of the license will depend on the version, you can use this command in the old computer to check the license.
1-Right-click on Start and select Windows PowerShell(admin)
2-Paste this command and press Enter:
slmgr /dlv
OEM type - a license that is embedded on the first machine it was installed to. And this type of license is not transferable.
Retail type - can be transferred to another PC. Provided that the Windows edition on the new device is the same as the license edition.
If you have a Retail version and have the same version of Windows installed(i.g a Windows10 Home version will only activate in a Windows 11 Home) you can use the procedure in this link to link your Windows 10 key to your Microsoft account then use the activation troubleshooter to activate the Windows 11.

It's retail as confirmed by your tech support in a chat. I am copy pasting his response: (Case number, 1037132409)
"so I just confirm that the key is retail key but the activation limit is reached"
I gave him the, "quick access" thing and he ran some commands and then reinstalled the windows 11 on my PC. However, even after this, the issue persists. Getting the, "0xC004F012" error. I have also tried your suggestion, RobinsonSilvestre
So what now, I have to reconnect the chat and start all over again with the new person?
I would appreciate some clarity, transparency, less ghosting and and earliest resolution by Microsoft.

If your license is associated with your Microsoft account, there is a procedure to activate Windows using a generic key that has fixed the problem for some users.
Step 1: Disconnect from the internet, turn off the Wifi
Step: Run these commands.
1-Right-click on the Start then click on Windows Terminal(admin)
2-Run these commands:
SLMGR.VBS /CPKY and press
SLMGR.VBS /CKMS and press enter
Net stop Sppsvc and press enter
CD C:\Windows\System32\SPP\Store\2.0 and press enter
Ren Tokens.dat Tokens.old and press enter
SLMGR.VBS /RILC end press enter
changepk.exe /ProductKey XXXXX-XXXXX-XXXXX-XXXXX-XXXXX and press enter
3-Reboot your PC
Note: Repace the XXXXX for one of these generic keys, depending on the version of your Windows.
