Zusammenfassung
Max Kaase (1983) sprach in Bezug auf das politikwissenschaftliche Konzept „Politische Kultur“ vom „Versuch, einen Pudding an die Wand zu nageln“. Gilt dieses Verdikt gleichermaßen für das Konzept des Semi-Präsidentialismus? Handelt es sich dabei gar um eine „Fata Morgana“ (Le Divellec 1996)?
