“I am deeply proud that four of our Senior Executives from across U.S. Customs and Border Protection were selected by the President of the United States to receive the prestigious 2023 Presidential Rank Award.   

  • Sidney Aki, Director of Field Operations, San Diego Field Office;  
  • Jeffrey Caine, CBP Chief Financial Officer and Assistant Commissioner, Office of Finance;   
  • Jose Fabre, Executive Budget Director for the Office of Finance; and  
  • Diane Sahakian, Assistant Commissioner, Office of Acquisition   

“I am in awe of what these leaders accomplish with their teams on behalf of our agency – from managing one of our busiest field offices, to working behind the scenes to secure and protect this agency’s financial resources, to ensuring CBP acquires the best possible products and services to support its mission of safeguarding America's homeland and interests.   

“In recognizing these leaders, we are also recognizing the outstanding dedication and professionalism of the men and women of CBP, who work each day to secure our borders while facilitating lawful trade and travel.  

“I extend my heartfelt congratulations to Sidney, Jeffrey, Jose, and Diane, and all of this year’s recipients from across the Department of Homeland Security.”
