The City of Show Low has a council-manager form of government. The City Council acts as the policy-setting board of the city, establishing city policies and programs and appropriating funds for each city department. The City Manager is the chief administrative officer of the city, overseeing the day-to-day operations of the city.

The City Council consists of a mayor and 6 members of the community elected at large to 4-year, staggered terms. The council elects a vice-mayor to a 2-year term; this election takes place at the 1st meeting in December once the new council is seated. Beginning with the elections in 2004, the mayor is elected by the voters.
