Termination of the Declaration of Local Emergency

On Tuesday October 18th, the Alameda City Council adopted a Resolution terminating the Declaration of Local Emergency in response to the Covid-19 pandemic. This action begins the process of winding down the remaining local protections that were established as an extra safety net for renters during the COVID-19 pandemic.

Some of these changes will take effect immediately, while other protections remain in place for several more months:  

"No Fault" Eviction Moratorium

In April of 2020, City Council passed Ordinance 3275 establishing a prohibition on Owner Move-In & Capital Improvement Plan terminations of tenancy. This moratorium will now end 30 days following the termination of local emergency on November 18th, 2022

Banked Rent Increases

Ordinance 3275 and 3315 maintained a prohibition on banked rent increases that ends 60 days following the termination of the local emergency. Therefore banked rent increases may resume being served beginning December 18th, 2022. Please see this link for more information on the City of Alameda's Banked Rent Increase regulations. Please also note that for fully-regulated properties, tenants cannot receive more than one rent increase during a 12 month period. 

This action may also impact utility shutoffs, nonpayment of rent, and deferred payment agreements. We encourage you to read our FAQ for more information.

Please also note there is an after-hours drop box available on Oak Street between City Hall and the Police Department.

Walk-in appointments are not available at this time, however we do encourage you to reach out to Rent Program staff to schedule an in-person appointment.


 

Alameda County Rental Arrears Survey

 

Alameda County Housing & Community Development (ACHCD) is preparing to investigate the current scope and scale of rental arrears in the County and has designed this survey to ask landlords about units that are behind on their rent.  ACHCD is hoping to reach as many property owners as possible and would appreciate your contribution.

 

  • The survey captures information about property owners, properties, and individual units and tenants separately. Please take care not to confuse these sections they contain many similar fields (address for example).
  • Each survey can record up to three units at up to two properties. If owners have additional units or properties they are welcome to submit as many additional surveys as necessary.
  • Survey responders should take care when describing the amount of base rent, rent owed, months for which it is owed, and Emergency Rental Assistance Program application status (if known) as these figures are entered in relation to individual units, not properties.
  • Incomplete submissions will still be accepted as long as required fields have been filled out.
  • The information recorded in this form is for informational purposes only and will not be directly used to collect any debts.
  • The county may use contact information to follow up with owners or tenants to confirm submission details.
