Hello All, after running through many threads, videos and such, I managed to install the BMW Scanner on my Win 11 64-bit laptop to function fully. Steps are rather very easy, just took a very long time to find correct procedure (there are many different) and the correct files, trials and errors. I would like to share my knowledge so it'll be easier for others to follow.

Needless to say, you need to buy the BMW Scanner 1.4.0. Device from somewhere, which is same as THIS. Normal Inpa K-Can cable wont work for PA Soft?Car Soft. DO NOT Use anything inside the small disk. Simply discard it. For cars with the old round 20-pin scanner port under the hood, you will have to buy an additional adapter such as THIS.

This is the procedure that worked for me on my Win 11 laptop.
I have uploaded the complete package to my Google Drive so its hassle free for anyone to download and extract. BMW Scanner 1.4.0. with drivers

1. Install the BMW scanner 1.4.0 software. Setup is inside the PA Soft BMW Scanner folder.

1.1 - If you already have drivers previously installed which does not work or faulty, use the device manager to find and delete devices such as "USB serial port (under Ports section) / USB Serial converter / BMW Scanner, etc.
1.2 - Locate the "CDMUninstaller.exe" inside the Scanner drivers folder. Run the CDM uninstaller, Add > Uninstall whatever remaining driver components in the Laptop, and restart.

2. Go into the Scanner Driver folder and locate the "ftdibus.inf" and "ftdiport.inf" files.

3. Right click on each file and press "install" from the drop down menu. These drivers are digitally signed so no need to disable driver signature check, test mode or any of such. No need to install anything through the Device Manager.

3. Plug in the scanner module to the car, and then the USB-end to the Laptop.

4. Run the PA Soft BMW Scanner software. It will recognize the drivers and the module and proceed to main menu.

5. Software will ask to switch the key. Turn the key one click to position 01 (KL 1 or ACC) The Software should recognize the car through the module.

5. Good to Go!

P.S. If the Scanner software welcome note says "Drivers are not installed" that means either drivers not installed, not done correctly, or wrong drivers installed. Latest windows OS's require the latest available FTDI Drivers from the official website. D2XX drivers > click on the software version under 64-bit version of the Windows (Desktop).

If an OS update makes the software not working, go to FTDI website (as said above) and check whether a newer driver update has been released. If so,
download, extract and install the two .inf files just as mentioned on no. 3. It will overwrite the previous drivers.

If the scanner welcome screen says "hardware fault" often that means the scanner module is not connected properly or not at all to the car. The actual device and the cable hardly go bad.

I used driver provided by OP, installed in Windows 11 laptop. It works perfectly. However the step # 3 from OP does not work, that's probably most people have problem.
I followed this post [RELEASE] BMW Scanner / INPA drivers for Windows 10 (+...
This is what I did.
1. Plugin the scanner to laptop
2. Follow Step 4 only of above link to install the 2 driver files.
Then BMW scanner 1.4 works.
