GENERAL DESCRIPTION OF DUTIES
Performs difficult skilled technical and administrative work and assists with planning, directing and coordinating the Real Property appraisal program for the County, supervising and participating in appraising commercial and industrial properties and more complex land and residential properties, sketching layouts of structures, collecting and analyzing comparable sales data and other related appraisal data needed to arrive at the taxable value, utilizing computerized appraisal programs and defending appraisals, preparing periodic sales ratio studies and a variety of reports, does related work as required. Work is performed under the general direction of the Tax Administrator. Divisional supervision is exercised over all personnel within the division.
SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Job Functions
- Plans, organizes, and supervises the mass appraisal of land and improvements for the purpose of assessing values for ad valorem tax in the County; ensures adherence to established policies, procedures, regulations, and state statutes; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise; trains and inspects the work of subordinates; coaches, counsels and evaluates staff performance; develops staff schedules and approves leave requests.
- Develops methods, procedures and schedules used to appraise farms, residential, commercial and industrial properties to ensure comparable appraisal values; compiles, records, analyzes and maintains a variety of data pertaining to real property sales; develops and maintains value schedules as dictated by N.C. Statutes.
- Administers or provides recommendations for routine personnel matters affecting subordinates, such as recruiting, interviewing, hiring, rewarding, transferring, promoting, suspension, termination, disciplining or demotion, submitting such records and reports as required by County Administration
- Performs statistical analysis to develop new and updated valuation schedules for revaluation projects; prices neighborhoods based on field visits, market research of sales, model buildings, income analyses and other methods; develops a wide variety of valuation schedules and performs field work to tests accuracy of valuation schedules.
- Assists appraisal staff with difficult or complex appraisals of real property including new construction, newly created sub-divisions, commercial, industrial, and tax-exempt properties; reviews appraisals to ensure equitable valuations.
- Supervises and assists staff to review applications for deferment assigns appraiser to perform appraisals; assists land records staff with difficult property transfers; researches, deeds, plats, plans and other documents to ensure proper conveyance decisions; codes deeds with North Carolina Department of Revenue codes.
- Meets with taxpayers with special problems and appeals; reviews data and decisions made by staff; makes recommendations to Tax Administrator in the role of Tax Assessor on valuation concerns; serves as technical advisor and defends valuation decisions to the Board of Equalization and Review and Property Tax Commission.
- Assists the public via telephone or in person with inquiries concerning appraised values and procedures; assists realtors, private appraisers, attorneys, etc. to locate comparable properties and their values.
- Performs a variety of administrative and supervisory duties; develops and implements procedures for compiling and maintaining data; prepares a variety of reports and records for submission as required by Tax Administrator, Board of County Commissioners, or state agencies; trains and reviews work of appraisers and lands records staff; administers or provides recommendations for personnel matters such as recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, reviewing, and disciplining, etc.
- Other projects and responsibilities may be added at Duplin County’s discretion.
Job Requirements and Qualifications
Education: Prefer graduation from a four-year college with a Bachelor’s degree in business specializing in real estate or appraisal and considerable experience in real estate, tax evaluation or related field including supervision; or an equivalent combination of education and experience.
Knowledge Requirements:
- Thorough knowledge of principles, practices, techniques and standards used in appraising farm, residential, commercial and industrial property.
- Thorough knowledge of the North Carolina Machinery Act and County tax policies as applicable to tax assessment.
- Considerable knowledge of current construction costs and materials, current property values, and future real estate and property issues.
- Considerable knowledge of the geographic and socioeconomic layout of the County.
- Considerable knowledge of the use and interpretation of statistics and statistical inference.
- Working knowledge of the application of information technology to property appraisal and valuation.
- Skill in the use of mathematics and statistics to perform statistical analysis and develop equitable tax valuation schedules and perform sales ratio schedules.
- Ability to use information technology equipment and associated software products including word processing, spreadsheets and databases used in area of property appraisal.
- Ability to make decisions and to defend appraisals to property owners, the general public, Tax Administrator and the Board of Equalization and Review and Property Tax Commission.
- Ability to communicate effectively in oral and written form and to exercise considerable tact, discretion and firmness, when necessary, in frequent contact with taxpayers and the general public.
- Ability to establish and maintain effective working relationships with employees, managers, coworkers, realtors, attorneys, property owners, contractors, and the general public.
- Ability to coordinate and work effectively in appeals and controversial tax evaluation situations.
- Ability to conduct an effective and fair tax appraisal and assessment program.
- Ability to exercise considerable independent judgment and initiative in appraising property, advising appraisers and carrying out details of the work.
Experience: 3 to 5 years of experience in residential or commercial property appraisal; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Other Information
Valid driver’s license in the State of North Carolina.
Completion of North Carolina Department of Revenue’s Level 2 Real Property Appraiser requirements within 4 years of employment.
Completion of North Carolina Department of Revenue’s Level 3 Real Property Appraiser requirements within 6 years of employment.
Completion of the International Association of Assessing Officers (IAAO) Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), or Mass Appraisal Specialist (MAS) Designation within 3 to 5 years of employment is recommended.
- Certification as a real property appraiser by the Property Tax Division of the North Carolina Department of Revenue.

GENERAL DESCRIPTION OF DUTIES
Under general supervision, the purpose of this position is to collect taxes, list and transfer property for tax purposes, and to assist taxpayers and the general public with questions and inquiries concerning information kept on record in the Tax Office. Considerable tact and courtesy must be exercised in dealing with the public on tax related issues. Work is performed under general and direct supervision; however, the employee is often assigned to work independently on a specific tax function under limited supervision.

COLLECTIONS:
Collect taxes on motor vehicles and property, balancing cash drawers daily. Collects delinquent taxes using forced collection procedures (garnishment of wages, attachment of bank accounts, attachment of rents and contract payments, levying of property and foreclosure of real property).
Maintains accurate tax records on collection, delinquencies, vehicles, business personal property, and real property taxes.
Negotiate payment arrangements with delinquent taxpayers.
Issue mobile home moving permits.
Performs 10 year tax search of parcels being transferred to verify no delinquent taxes that constitute a lien on the parcel are due.
Correct information regarding motor vehicles such as change of situs of vehicle and military issues. Uses DMV online access to inquire about specific problems and removed blocks.
Assists with moving pre-payments.
Receives and distributes mail; opens and closes vault.
LISTING:
Attends to the general public and answers questions in person and by telephone, furnishing information regarding departmental operations and answers questions on programs, procedures and regulations; responds to complaints and irate taxpayers.
Maintains and keeps current and accurate roster of taxpayers qualifying and receiving the Elderly/Disabled/Veterans Homestead Exemption.
Maintains current and accurate roster of taxpayers qualifying for the Solid Waste Private Hauler discount.
Assists with performing 10 year tax search to identify past ownership of property.
Adds and balances the tax books; files new tax cards; prints tax cards.
Assists with Business/Personal listings and such.
REVALUATION:
Answers questions in person and by telephone regarding value of real property.

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED; supplemented by vocational/technical training in bookkeeping or secretarial science; supplemented by one (1) to two (2) years previous experience and/or training involving tax listing, collection and records maintenance; or an equivalent combination of education, training, and experience.
SPECIAL REQUIREMENTS

Purpose:
The Tax Department is responsible for obtaining, developing, analyzing, and maintaining records necessary for the appraisal, assessment, billing, collection, and listing of taxes associated with real and personal property within the jurisdiction of the County and municipalities according to the state of North Carolina General Statutes. The Tax Department is required to provide information and research as well as maintain records for the North Carolina Department of Revenue.
General Services:
The Tax Department has three functional offices made up of Assessing, Collections, and Land Records.
The Assessing Office is responsible for assessing all real property located in Duplin County. A state-mandated revaluation of all real property is conducted at least once every eight years, the Board of Commissioners voted in 2017 to perform a county wide revaluation every 4 years. Each year, building permits are reviewed for new construction and additions to existing structures. The appraisal staff assists property owners and the public with questions about value. They are also responsible for processing applications for Land Use Value. The next county-wide reappraisal will again be conducted by state certified appraisers and is scheduled to be effective January 1, 2024.
The Assessing Office is also responsible for the proper listing and discovery of all personal property, business personal property, and motor vehicles located in or taxable by Duplin County. The Assessing Office is responsible for assigning the fair market value (retail) of such property for tax billing purposes. Assessing employees can assist you with questions regarding ownership, situs, description and value of personal property. Along with property listing and assessing, the Assessing Office processes applications for the Senior Citizen/Disability/Veterans exclusion as outlined in the North Carolina General Statute; conducts audits of all personal and business personal property accounts; and maintains the mailing addresses as submitted by the taxpayers or by the Department of Motor Vehicles for all personal property, business personal property and motor vehicle accounts.
The Collections Office is responsible for the collection of all property taxes levied by Duplin County. They are also responsible for all forced collection measures on all delinquent accounts including but not limited to garnishment of wages, attachment of grower payments, attachment of bank accounts, attachment of North Carolina State Income Tax refunds and foreclosure of property. They issue moving permits for mobile homes.
We now collect town taxes for the following: Calypso, Greenevers, Kenansville, Magnolia, Rose Hill, Teachey, Wallace and Warsaw.
The Land Records section of the Tax Department is responsible for maintaining the Duplin County property base map and real property ownership data. The property base map was built using the 2006 digital ortho-photography of Duplin County. Cadastral information includes property boundaries, road names, right-of-ways, acreages, lot dimensions, district boundaries and ownership information. We operate a Geographic Information System (GIS) using ESRI’s “ARCMap” version 10.8 software. The identification of property locations is available through our Online Mapping Services.

An employee in this class performs a variety of semi-skilled and skilled duties associated with the safety, operations, maintenance and security of airport grounds, buildings, operational areas, facilities and equipment. Employees of this class utilize mechanical, custodial and other skills for the day-to-day operation, maintenance and security of the airport. Work involves ensuring that facilities are in operational condition at all times and in compliance with FAA safety regulations. Tact and diplomacy are required in contacts with pilots, corporate and business executives, the general public, employees and local officials and Airport Commission members. Position is responsible for opening and closing airport at specified times, preparing reports, ordering fuel, assisting with billing.
An employee is subject to hazards in the work including indoor and outside environmental conditions; significant noise and vibrations; physical conditions such as proximity to moving mechanical parts, electrical current; working in high places, narrow aisles, crawl spaces and areas which could cause claustrophobia; and exposure to high heat, chemicals, oils, fumes, dusts, odors, or poor ventilation. Work is performed under the general supervision of the Airport Director and work is evaluated through conferences, reports, quality of work, observation, visitor reaction, and according to the effectiveness of the airport operations.
