BENJAMIN ARELLANO-FELIX was the lead figure in the powerful and violent Tijuana Cartel, responsible for smuggling large quantities of marijuana, methamphetamine and cocaine from Mexico into the United States. Benjamin was a Drug Enforcement Administration (DEA) fugitive based on a federal indictment issued 5/2/89 by the U.S. District Court for the Southern District of California. He was arrested by Mexican authorties in March 2002.
