It's a reference to the song "Cape Town" by The Young Veins. It pretty much explains all that happened there.
Ryan got lost, didn't come back in time. Got axed from Panic! due to being missing.

it also explains what happened in cape town, but to sum it up. ryan met a girl in cape town, south africa while panic! was on tour. he fell in love with her, but he was also pretty vulnerable emotionally. her husband was also prison. he wanted to stay, but ultimately jon got through to him, and they left.

they mention ‘theories’ ,, so i think they’re probably referring to the common phrase used thats like 2014 tumblr core. the whole ‘what happened in capetown’ is in reference to the potential of something happening between the band in capetown (( it was when all the ryden shippers believed they broke up 💀💀) due to it being the bands last show in that lineup. obviously it’s not about that it’s about a girl but that’s its link to panic lol,, wholly created by the ‘fandom’. i don’t think this person is speaking directly on the song by the young veins. i think op might be quite young,,
