Ballotpedia's presidential election coverage
202420202016

I’ve run for office three times and won each time, in no small part because I’ve never stuck my finger in the wind to decide what I should believe. It’s not who I am, nor do I think it’s what voters want in a leader. They want someone who levels with them, even when they disagree, and who is capable of offering practical, sensible, and ambitious ideas — and of solving problems and delivering results.[1]
—Michael Bloomberg (March 2019)[2]

Michael Bloomberg is a former three-term New York City mayor, investment banker, philanthropist, and media executive. He filed for several state Democratic primaries, including Alabama, Arkansas, and Texas, before formally announcing his candidacy on November 24, 2019.[3][4]

He suspended his presidential campaign on March 4, 2020, and endorsed former Vice President Joe Biden.[5]

Bloomberg founded Beyond Carbon, a clean energy initiative, in 2019.[6] With an estimated net worth of $52 billion, Bloomberg said he would self-fund his campaign.[4][7]

Biography

Bloomberg was born in 1942 near Boston and raised in Medford, Massachusetts. He studied electrical engineering at Johns Hopkins University and earned his M.B.A. from Harvard Business School.[8][9]

After graduate school, Bloomberg worked at Salomon Brothers in New York City and was made a general partner in 1976. He left the company in 1981 and founded a startup, later known as Bloomberg LP, which provided computer terminals with real-time financial information.[8][9]

Bloomberg continued to expand his business and launched several media outlets, including Bloomberg News, Bloomberg Radio, and Bloomberg Television.[8]

In 2001, Bloomberg was elected mayor of New York City as a Republican candidate. He ran and won two more terms, serving until 2013. Since leaving public office, Bloomberg returned to Bloomberg LP and worked on public health and climate change initiatives.[8]

Bloomberg is also the co-author of Climate of Hope: How Cities, Businesses, and Citizens Can Save the Planet.[8]

Policy positions

The following policy positions were compiled from the candidate's official campaign website, editorials, speeches, and interviews.

Immigration

Mike Bloomberg's campaign website says, "The grandson of immigrants, Mike believes in the power of the American Dream. Throughout his career, he has been a passionate advocate for welcoming immigrants and fixing the broken immigration system. Immigrants make our country stronger, and Mike is focused on reclaiming America’s role as the beacon of freedom and opportunity for people from around the world."

His website continues, "Mike formed the pro-immigration organization New American Economy, representing more than 500 mayors and CEOs from all 50 states who are highlighting the contributions of immigrants. Mike ensured confidentiality of immigration status for all people who interacted with New York City government. Mike made New York City’s 311 government services hotline available in 170 languages and required city service agencies to provide translation and interpretation. Mike launched new programs to help immigrant entrepreneurs start and grow businesses and connect immigrants to legal assistance and social services. Mike’s Office of Immigrant Affairs was called a global model for cities seeking to better integrate and serve immigrant communities, and created blueprints to help mayors around America replicate successful programs and policies for immigrants." Healthcare

Mike Bloomberg's campaign website says, "Mike believes every American should have access to affordable medical care, and expanding Obamacare and Medicare is the best way to achieve universal coverage. As a mayor, businessman, and philanthropist, Mike has pioneered bold health initiatives that have cleaned the air we breathe, expanded access to prenatal and postnatal care, increased screenings for breast and prostate cancer, dramatically cut teen smoking, and reduced injuries and deaths on roads."

His website continues, "Mike’s focus on promoting public health as mayor added 3 years to the life expectancy of New Yorkers. Mike led an 81% increase in the number of New Yorkers enrolled in public health insurance, thanks to new efforts to inform consumers about their choices. Mike’s philanthropic work to reduce tobacco use has helped save 35 million lives across the globe. Mike’s policies helped cut teen smoking in half and cut heart disease by 32% in New York City. Mike helped reduce childhood obesity in New York City by 5.5% while it went up in the rest of the country." [source]

Energy and environmental issues

Mike Bloomberg's campaign website says, "Mike Bloomberg is one of America’s leading climate activists, and plans to put an unprecedented focus on climate in the general election, and make climate one of his top priorities as president. Mike’s climate agenda will include both international and domestic initiatives. Highlights of his international climate initiatives include: 1. Immediately re-join the Paris Agreement and meet the targets science tells us. 2. Make climate change a top priority of U.S. foreign policy, and intensify U.S. and international actions to stop the expansion of coal and otherwise lower emissions. 3. Protect national security, and ensure the safety of the world’s most vulnerable to the impacts of climate change." [source]

Trade

Mike Bloomberg said in a speech, "It’s worth remembering that trade, more than almost any other human innovation, has reduced suffering and raised living standards across the globe. Over the past few decades alone, it has helped lift more than a billion people out of poverty. And it’s also played a big role in making the world more peaceful and stable by connecting nations to one another and aligning our interests. Of course, trade is by no means perfect. The benefits of free trade have not been distributed as widely as they should be. So we must do more to fix that. Spreading the benefits of trade more widely is part of a bigger economic question: how do we promote growth that is inclusive, sustainable, and fair? And how do we address people’s real fears about the future? My friend Tom Friedman at The New York Times has a smart way of thinking about these issues. He once wrote: ‘The best ways to manage the ups and downs of trade is to strengthen your floors, not raise your walls or build ceilings.’ In other words the answer isn't to build walls along borders or around industries, through tariffs." [source]

Economy

Mike Bloomberg's campaign website says, "As an entrepreneur, Mike created an information technology start-up that grew into a global business. As mayor, he diversified New York City’s economy and led its comeback after the 9/11 attacks. When the Great Recession struck in 2008, Mike had prepared the city, which recovered faster and stronger than the country overall. As president, Mike will work to strengthen the middle class, invest in education, create good-paying jobs in renewable energy and other industries with a bright future, and open the door of opportunity to every American."

His website continues, "Mike employs nearly 20,000 people at Bloomberg LP. As mayor, Mike helped create nearly half a million new jobs in New York City. Mike created Small Business Solutions Centers that offered free services to some 10,000 small businesses in New York City. Mike increased the number of minority- and women-owned businesses that could do business with New York City government by 450%. Mike created career centers that revamped workforce training and dramatically increased the number of job placements." [source]

Education

Mike Bloomberg's campaign website says, "As mayor of New York City, Mike took over a failing and dysfunctional school system and turned it into a national model of reform. He strengthened standards and created more quality school options. Today, Mike leads national efforts to increase the number of lower-income students enrolled in top colleges. As president, Mike will make it a top national priority to increase student achievement, college preparedness, and career readiness."

His website continues, "Mike’s reform policies led to a 42% increase in graduation rates in New York City public schools, with African-American and Hispanic students making the biggest gains. Mike doubled the education budget and gave a 43% raise to teachers, because he believes in paying teachers well and recruiting and retaining the best. Mike’s national College Point program has connected 66,000 high-achieving, lower-income high school students to free college counseling. Mike created 126,000 additional classroom seats and opened 654 new schools. When Mike started as mayor, none of the top 25 elementary or middle schools in the state were in New York City. When he finished, 22 of the top 25 schools in the state were in New York City." [source]

Gun regulation

Mike Bloomberg's campaign website says, "Mike believes we need a president who will make gun violence a top priority – and who has a track record of taking on the NRA and winning. He’s done it. Mike’s candidacy is about getting things done. That’s why he has offered a new gun safety policy proposal aimed at stopping the epidemic of gun violence in America. This comprehensive gun safety policy includes five key pillars designed to create an effective background checks system, keep guns away from people who pose a danger to themselves or others, protect young people in schools and Americans in their homes, tackle daily gun violence in the hardest-hit communities, and confront the gun industry head-on."

Bloomberg's website includes the following gun safety policies: "Create an effective background check system so that no one can purchase a gun without passing a completed background check. Close loopholes, including one that prohibits married domestic abusers from possessing guns, but not unmarried ones. Protect our children and communities by banning assault weapons, protecting schools, and preventing unintentional shootings. Tackle daily gun violence in the hardest-hit communities." [source]

Criminal justice

Mike Bloomberg's campaign website says, "Mike believes the U.S. must reduce its incarceration rate and address the failings of a criminal-justice system that disproportionately harms communities of color. Keeping people out of the criminal justice system was a top priority for Mike as mayor of New York City, and he proved that it’s possible to have less crime, less incarceration, and less recidivism. He worked with law enforcement and community leaders to drive down crime by 32% and murders by half, and he reduced incarceration by nearly 40%, even as incarceration rates rose in the rest of the country. In the White House, Mike will work for safer communities and a fair criminal justice system, and end the era of mass incarceration once and for all."

Bloomberg's website includes the following criminal justice policies: "Mike supports the First Step Act but he believes that Washington can go further. Mike will push to expand alternative-to-incarceration programs that have a proven record of success, based on his work in New York City. Mike supports reform efforts that aim to reduce or eliminate cash bail for non-violent offenders. Mike will launch a nationwide initiative to cut imprisonment of young people in half by the end of his first term and eliminate juvenile incarceration for all non-violent offenders." [source]

Foreign policy

Mike Bloomberg's campaign website says, "Mike has built global coalitions of mayors to share strategies and spread proven solutions to cities around the world. As a philanthropist, he has deepened these efforts, working with local leaders and heads of state to implement ambitious agendas that cover everything from public health to climate change. As president, Mike will restore global respect to the White House. Under the Bloomberg administration, the world will know it can work in good faith with the United States, because it has already seen and experienced Mike’s leadership firsthand."

Bloomberg's website continues, "Mike is the president of the board of the C40 Cities Climate Leadership Group, a network of the world’s megacities dedicated to finding and implementing proven climate solutions. Mike was appointed by United Nations Secretary-General António Guterres as Special Envoy for Climate Action, with the charge of supporting the UNSG’s climate strategy and mobilizing support for a more ambitious approach to fighting climate change. Mike served as the World Health Organization’s Global Ambassador for Noncommunicable Diseases and Injuries, supporting global efforts to protect people and save lives by helping to spread proven solutions and building partnerships between cities and local leaders. Mike is the founder of Bloomberg Philanthropies, whose mission is to ensure better, longer lives for the greatest number of people. It has worked in 510 cities and 129 countries. Mike created the Bloomberg Global Business Forum and the New Economy Forum, both of which bring together government and business leaders to collaborate and find solutions to big challenges. Mike created the Climate Finance Leadership Initiative, which brings together seven of the world’s largest financial institutions with the goal of helping to fund and support ambitious climate plans." [source]

Impeachment

When asked if he believed Donald Trump should be impeached, Mike Bloomberg said, "I think it's a very serious thing and I was before opposed to it but after looking at all of the evidence, I think yes. Sad, but yes." [source]

Career & Technical Education

Giving people skills to succeed.

Mike has worked hard to create and expand pathways to good jobs and career success. Many students who do not go to college leave high school unprepared for the workforce. As mayor and as a philanthropist, Mike has launched and supported programs that help more students graduate with the skills they need to succeed in careers. As president, Mike will invest in pathways that create new opportunities and access to well-paying jobs for all Americans.

Mike's Record on Career & Technical Education

Through Bloomberg Philanthropies, Mike is supporting organizations that help connect high school students with skills and experience. So far over 2,000 students around the country have received skills training for high-demand jobs, and Mike’s support will help train 20,000 more students by 2022. As mayor of New York City, Mike created innovative new high schools that combine work experience, internships, and career credentials with a traditional curriculum. Mike launched and expanded programs to help young people get internships to learn digital skills and gain work experience. A paid internship program to help lower-income students in community college gain skills and access to good jobs. When he finished, 22 of the top 25 schools in the state were in New York City.

Equal Rights

Freedom and full equality for all.

Mike has fought passionately to help America fulfill its promise of equal rights and equal opportunity for all. As mayor, he stood up to bigotry and discrimination, championed LGBTQ rights, helped lead the fight for marriage equality, and presided over New York City’s first official same-sex marriage the day it became legal. Mike’s company is a global leader in advancing gender equality, diversity, and inclusion in the workplace.

Mike’s Record on Equal Rights

Mike helped lead New York State’s push for marriage equality, which became law in 2011. Mike stood up for religious freedom, tolerance, and diversity when he forcefully defended the right to build an Islamic community center near the World Trade Center site. For two decades, Mike’s company has provided benefits to domestic partners, regardless of gender. Mike’s company received a perfect score from the Human Rights Campaign and was named one of the "Best Places to Work for LGBTQ Equality." Bloomberg created the first-of-its-kind Gender Equality Index to help companies around the world measure and showcase their progress toward gender equality.

The Fight Against Climate Change

A bright, sustainable future.

Mike is a global leader in the fight against the climate crisis and has helped drive progress on every continent through his role as the UN Secretary-General’s Special Envoy for Climate Action. He has worked with cities, states, and businesses to keep our country moving forward on climate change despite President Trump’s failed attempts to drag us backwards. As president, Mike will ensure the federal government leads an ambitious agenda to accelerate the U.S. toward a clean energy economy.

Mike's Record on Climate

Mike’s partnership with the Sierra Club to replace U.S. coal-fired power plants with clean energy has led to nearly 300 coal plant closures and 10,000 fewer deaths from coal pollution each year. According to Politico, it may be the most successful campaign “in the history of the environmental movement.” Mike and former California Governor Jerry Brown have rallied thousands of cities, states, businesses, and other organizations to uphold America’s obligations under the Paris Climate Agreement, after President Trump announced he would pull out of the pact. Mike created America’s most comprehensive urban sustainability plan, which reduced New York City’s carbon footprint by 14%, expanded solar power, eliminated dirty-burning heating oil, and achieved New York City’s cleanest air quality in more than 50 years. Mike’s mayoral administration planted 800,000 trees and added 850 acres of parkland. Mike has led the charge to improve how companies measure and report climate-related financial risks, which helps them take actions to combat the climate crisis and build a more resilient economy.

Foreign Policy

Proven global leadership.

As a philanthropist, he has deepened these efforts, working with local leaders and heads of state to implement ambitious agendas that cover everything from public health to climate change. Mike created the Climate Finance Leadership Initiative, which brings together seven of the world’s largest financial institutions with the goal of helping to fund and support ambitious climate plans.

Gun Safety

Taking on the NRA.

At a time when elected officials from both parties ran from the NRA, Mike built national gun safety coalitions to take them on. He has spent years and hundreds of millions of dollars fighting gun violence and supporting successful campaigns for smart state safety laws. As president, Mike will continue to back common-sense policies that save lives.

Mike's Record on Gun Safety

Everytown for Gun Safety and Moms Demand Action, groups that Mike champions, lead the charge on gun safety with 5 million supporters. Mike spent $110 million to elect candidates strong on gun safety in the 2018 midterm elections. Mike launched groundbreaking undercover investigations to root out illegal gun sales by private sellers. Mike made New York City a leader in taking on illegal guns, passing laws preventing bulk gun sales and requiring gun dealers to certify their inventory to police.

Homelessness

Helping those most in need.

When Mike was mayor, no city devoted more energy and resources to combating homelessness than New York City. His administration nearly doubled the city budget for homeless services and cut street homelessness.

Mike’s Record on Homelessness

Mike’s team began counting the number of people who lived on the streets, which helped reduce street homelessness by 28 percent, inspiring other cities to follow and do their own street counts. Mike ordered a notorious family intake center to be torn down and replaced it with a new, modern $65 million facility that improved people’s experience with city government. Mike partnered with the U.S. Department of Veterans Affairs to create Operation Home, a task force to combat veteran homelessness in New York City. Mike’s final city budget included $981 million for homeless services – almost double the amount the city had spent the year before he took office. Bloomberg Philanthropies is working with cities in the U.S. and abroad to tackle homelessness, building on lessons learned while leading New York City.

Housing

Affordable homes for working families.

As mayor of New York City, Mike created the largest affordable housing program in the country. He led the push for long-overdue zoning reforms that laid the groundwork for new affordable units. He created incentives for builders of affordable housing and established public-private partnerships to fund new development, while also preserving thousands of units for middle- and moderate-income families.

Mike’s Record on Affordable Housing

Mike oversaw the construction or preservation of 175,000 affordable housing units in New York City between 2002 and 2013 – the biggest affordable housing program in the nation. Mike made the development of affordable housing more appealing to the private sector through inclusionary zoning, which led to the creation of thousands of units of affordable housing in new buildings. Mike helped New Yorkers reduce their monthly mortgage payments and combated the foreclosure crisis by creating the Center for NYC Neighborhoods, which became a national model for foreclosure assistance. By the time Mike left office, the quality of New York City’s rental housing stock was the best on record.

Immigration

A nation of immigrants.

The grandson of immigrants, Mike believes in the power of the American Dream. Throughout his career, he has been a passionate advocate for welcoming immigrants and fixing the broken immigration system. Immigrants make our country stronger, and Mike is focused on reclaiming America’s role as the beacon of freedom and opportunity for people from around the world.

Mike's Record on Immigration

Mike formed the pro-immigration reform Partnership for a New American Economy, representing more than 500 mayors and CEOs from all 50 states who are highlighting the contributions of immigrants. Mike ensured confidentiality of immigration status for all people who interacted with New York City government. Job Creation

Prosperity for America’s families.

As an entrepreneur, Mike created an information technology start-up that grew into a global business. As mayor, he diversified New York City’s economy and led its comeback after the 9/11 attacks. When the Great Recession struck in 2008, Mike had prepared the city, which recovered faster and stronger than the country overall. As president, Mike will work to strengthen the middle class, invest in education, create good-paying jobs in renewable energy and other industries with a bright future, and open the door of opportunity to every American.

Political Reform

Fixing Washington.

As president, Mike will clean up the mess in Washington by making political reform a top priority. He'll work with Congress to overhaul the campaign finance system, stop pay-to-play, bring transparency to dark money, strengthen ethics and regulations around conflicts of interest, and improve access to the ballot – all of which he succeeded in doing as mayor of New York City.

Poverty Reduction

Innovative programs to lift people up.

As mayor, Mike helped raise incomes for working families, created local tax credits to boost earnings, expanded access to public health insurance, and connected more people with career opportunities. New York City became a pioneer in the fight against poverty, creating successful new public-private partnerships that have been replicated across the country. The result was that during Mike’s time as mayor, New York City was the only large U.S. city not to experience an increase in poverty.

Mike’s Record on Poverty Reduction

Mike reduced the tax burden for New York City's working families through a Child Care Tax Credit and Earned Income Tax Credit initiative. Mike created the Office of Financial Empowerment, the first municipal office designed to help low-income New Yorkers build savings and make the most of their money. Mike launched both the award-winning Center for Economic Opportunity and the Young Men’s Initiative adapted by the Obama administration. In addition to increasing city spending on anti-poverty efforts, Mike donated more than $320 million of his own money to help New Yorkers most at risk of getting trapped in poverty. Mike’s administration helped nearly 900,000 people move from welfare to work, while welfare rolls fell by 25%.

Public Safety & Criminal Justice

Safe communities and a fair justice system.

Under Mike’s leadership, New York City was the safest big city in America. During his time as mayor, he worked with law enforcement and community leaders to drive down crime to record lows while also reducing recidivism and incarceration rates. As president, Mike will bring this same approach to the White House, working for safer communities and a fair criminal justice system.

Mike's Record on Public Safety and Criminal Justice

Under Mike, crime in New York City fell by more than 32%, far outpacing the nation. Mike cut murders in half, to a record low. During Mike’s twelve years as mayor, there were 9,285 fewer murders than in the previous twelve years. Mike introduced new alternatives to incarceration that helped reduce the number of people behind bars by 39%, even as incarceration rates increased overall in the rest of the country. Mike has led the fight against illegal guns in the United States, both as mayor of New York City and as the co-founder of the bipartisan coalition Mayors Against Illegal Guns – which joined with Moms Demand Action for Gun Sense in America in April, 2014, to form Everytown for Gun Safety. Mike led the successful charge to allow juvenile offenders to stay in their communities and continue their education, ending the practice of sending young people convicted of offenses to detention facilities outside of the city. Mike’s administration introduced risk assessment and other community-based alternatives to detention for juvenile offenders, reducing the number of low-risk youth detained by 63% and reducing recidivism by 23%.

Veterans

Fighting for those who fought for us.

As mayor, Mike made sure that New York City’s veterans had the respect and support they deserve. As the founder of Bloomberg LP, Mike placed a premium on bringing veterans into the company and putting their leadership skills to work. As president, Mike will continue to fight for the brave men and women who put their lives on the line, fighting for us.
