Members of our executive team are each responsible for different areas of our work. They provide leadership to their teams, and ensure we deliver the strategies provided by our Commission Board.

Vijay is our Chief Executive.

Vijay joined the Electoral Commission from the Foreign, Commonwealth and Development Office, where he was Director General. He has worked in the role on climate, energy and the environment, global health and covid, and a wide range of countries. He served as the British Ambassador to Brazil and worked in the Ministry of Justice and Cabinet Office on electoral issues, leading the programme to establish individual electoral registration, and wider issues relating to political and constitutional reform of the UK.

Headshot of Louise Edwards

Louise Edwards is our Director of Regulation and Digital Transformation.

Louise is responsible for our regulatory work and digital, data, technology and facilities infrastructure. This includes funding and spending at elections and referendums, registering political parties, our enforcement work, and data and information management.

Prior to joining the Commission, she worked for a range of regulators including the Charity Commission for England and Wales, The Independent Parliamentary Standards Authority, Ofgem and the Home Office.

Binnie is General Counsel and Director of Legal Services and Reform. She ensures that the organisation makes good decisions and manages the legal risk of the Electoral Commission.

Binnie is responsible for the legal work of the Electoral Commission, including litigation and managing our external legal resources. She oversees the electoral reform programme for Westminster, Wales and Scotland.  She supports the Board and its committees in their governance of the Electoral Commission. She is responsible for the devolved offices in Wales, Scotland and Northern Ireland. She also oversees the Electoral Commission’s progress against its Equality, Diversity and Inclusion Strategy.

Prior to the Electoral Commission, Binnie led on data protection legal policy, working on Brexit and Covid responses. An experienced public lawyer who trained with the Government Legal Department, she has held many roles within government departments, regulators, and the Attorney General’s Office. She has wide experience in public law; and has advised on regulation, information, competition, procurement, employment, human rights and equalities.

A carer to a disabled daughter, Binnie is a trustee of a social care charity and was previously a school governor at two special schools.

Jackie joined the Commission in January as our new Director of Electoral Administration. Jackie's full bio will follow soon.

David is responsible for financial governance and leads on strategic financial restructuring as well as promoting resilience and fiscal well-being. His leadership as an Accounting Officer highlights his role in ensuring steadfast financial governance of the Commission.

Prior to joining the Commission, he worked in public sector financial leadership and collaborated with teams across the Civil Service, local government, policing,  as well as the aviation, technology and transport sectors.

Craig oversees the work of our campaigns, external communications, policy and research teams, which includes our public awareness campaigns right through to our recommendations for policy change.

Craig joined the Electoral Commission in August 2016.

Between February 2013 and July 2016, Craig was a Partner at the corporate communications agency Pagefield, leading corporate affairs accounts for clients ranging from major multi-national brands to small charities. These included AB InBev, Kellogg’s and HS1 Ltd, the British Library, the Fundraising Regulator and the Roddick Foundation.

He spent the preceding 10 years in the Civil Service, in a series of policy roles in the Department for Culture, Media and Sport and the Department of Health, concluding with three years as Private Secretary to the Minister for Culture, Communications and Creative Industries. Before joining the Civil Service, Craig worked in corporate press offices including at Fourth Estate publishers and at the British Library.

Craig is a trustee of the arts charity Poet in the City, which creates new audiences for poetry through a programme of events, commissions and education work.
