After introducing yourself and getting to know Duchess at the Wayward in Fallout 76, she will ask for your help in dealing with the Free Radicals. Soon after you've made a deal with them, however, Duchess will request that you help her find where her guards have gone, after disappearing a while ago.

Where to Find Strength in Numbers Quest
To get the Strength in Numbers quest, you'll first need to complete the Hunter for Hire quest, which you can get soon after starting the game and visiting Duchess at the Wayward. This quest will require you to put a stop to the Free Radicals by setting up a sign at your camp, and then visiting their leader to stop the attacks.
After you've made a deal with the Free Radicals leader, you'll need to return to Duchess and tell her what happened. Soon after, you'll unlock the Strength in Numbers quest after talking to Mort. Then, to get started, just step outside and the quest will begin.

The Strength in Numbers quest is a long process, so we will take you through each section, so you can complete it with ease.
Tune in to Transmitter Signal to Track Guards
The first thing you'll need to do after stepping outside is tune in to Transmitter Signal using your Pip-Boy Radio. Open up your Pip-Boy, and select the Radio tab. Then, you'll find Transmitter Signal at the bottom. After using this, you can check the map to find where the signal is leading you, which is near the Gauley Mine northeast. Head towards this area.
Search the Area For Clues
After you've arrived, search through the bodies on the ground. One of them will have the Gauley Mines Production Log, which you'll want to take, and then head north to the Gauley Mine. You'll want to enter through the back door on the left.

When you arrive, head straight down the railroad tracks. At the end of the path, take a left, and then follow the path on the right. At the end, you'll find Sol, where he will ask you to help find Polly. To do this, follow along the narrow path on the right. In the open room, head to the very bottom, and head straight down the stairs. Here, you'll find Polly's head, which you can approach and activate. After talking with Polly, defeat the Scorched enemies, and head through the back wooden door.
