Best at what? Different shotguns do different things.

If you’re trying to solo stagger 390 Oryx with a full-auto final round shotgun, then your only option is Stolen Will. It’s the only full-auto final shotgun that can hit the stun.

However, a Proud Spire with full-auto and appended/casket mag actually has an easier time with the stagger, because the extra shot is more total damage than the +50% or whatever final round is. So, ultimately, maybe you don’t actually want the best full-auto final shotgun; maybe you want something better.

…or maybe you mean “best” at something else altogether.

Found Verdict is the most easily accessible as it drops from two(?) encounters in VoG and it has the guaranteed roll.

As mentioned before, a PERFECT Last Will or PC+1 will best Found Verdict but once again it had to be a perfect roll.

“Her Champion” From Challenge of Elders is the best. It has better base stats than found verdict which means that with only Full Auto + Final Round it will be better and then if you add Aggressive Ballistics even better and then in the middle column it can roll Flared Magwell or Oiled Frame to make it the best.

Technically the best, a perfect Party Crasher +1 or Two to the Morgue, both of which are exceedingly rare. Found Verdict is very close to these in terms of pure damage output, but orders of magnitude easier to obtain a perfect roll on, considering the roll is standardized.

If you care enough to squeeze the few ounces of extra damage out then you want one with a reload perk so that would Strongbow D, The next big thing and Stolen Will. These aren’t worth it except to flex RNG.
