That will work. Go up Zugspitze first if the sky is clear. Clouds tend to build up near the mountain peaks in the course of the day in summer. The gorge is accessible till 8pm, so plenty of time for you.

My family and i visited Ga-Pa last summer and enjoyed both of these. I agree with the other reply; you can do both in the same day but will need to be flexible with the weather, If time is an issue, take the gondola to the top of the Zugspitze rather than the train. The Eibsee at the foot of the Zugspitze is a great place to spend an hour or two . There are small paddle boat rental available . And, the Eibsee is only a short 5 min walk from the gondola station. Yes, I think it is. The cable car (or cogwheel railroad, there is no price difference) up Zugspitze costs about EUR 50 per person. Do you really want to rush your experience there, just to fit in Partnachklamm on the same day? And this is not a half-hour thing either. You'd hike up the gorge, it would take you a couple of hours.
Maybe keep both options open, and then decide for one of them on the spot. Is the weather clear and there is a great view? Then, Zugspitze it is. Are there some low-hanging clouds? Then, it will be Partnachklamm. (Oh, by the way, if it rains too much, it will be closed for safety reasons. Likewise, if there is too much wind, the cable car up Zugspitze won't run. ... Happened to us when we were there. We were the last ones down in the cable car, the next ones had to take the much slower cogwheel railroad.)
