I normally use Icicle Impale, but I’ve been using Super glue for Double HP Moabs runs now and I want to know if it is better, or if there is a better option

i think your definition of stalling and crowd control might be mixed up. You stall for abilities or pspike. You use crowd control to handle large waves of bloons to make them more manageable. Unfortunately a lot of stalling options have been nerfed and not many players use any strategies that utilize stalling. Common options are horned owl and a base glue or shove, or 402 sniper on some maps on zomg rounds especially.
You should be using Bloon Sabo on rounds 90, 93, 95, 98, 99 in all of your Chimps games. Bloon Sabo is in the top 5 towers in CHIMPS for a while now.
The rest depends on your definition of stalling.
If you mean "stalling" as recharging the Permaspike, 4-0-2 maim moab sniper on last is the best option. If you mean "stalling" as in Slowing all Bloons (Crowd Control), 1 x 0-2-3 moab glue and 3x 2-0-3 is the primary option.
