History:
(Marvel Mystery Comics#27/3 (fb) - BTS) - Hades Inc. was a business run by Lucifer Satan. It sold evil to humans and reaped profit on their misery. They worked with dictators and had their own department for terror.

(Marvel Mystery Comics#27/3) - <1941> One day Lucifer Satan was infuriated that Arbor City in the United States was completely free of evil. He called in the Sales Manager, who believed that they were doing a great job that year. Lucifer Satan confronted the Sales Manager about Arbor City and ordered him to sell them their goods. The Sales Manager regretted that Adolf Hitler was not available to do the job because he was busy in Europe. He sent Victor Risling to Arbor City instead and the demon posed as a dashing young man, who quickly became a heroic pilot admired by the people of Arbor City. He used his popularity to go into politics.

(Scarlet Witch III#9 (fb) - BTS) - Risling became the mayor of Arbor City and it became the property of Hades Inc. after Risling sold the rights to the city.

(Marvel Mystery Comics#27/3) - Risling's speeches turned the population against each other and many died during the ensuing riots between the rival factions. The Sales Manager was impressed by the job Risling did in Arbor City.

   When Vision (Aarkus) arrived in Arbor City he decided to find the cause of the death and terror. He saved a man from a mob and learned about Risling and his incitive speeches. Vision recognized the similarities between Risling and Hitler and decided to confront the politician. Attending one of Risling's speeches the Vision immediately saw through his disguise and recognized him as a demon. Vision attacked Risling and choked him until Risling transformed back to his true, demonic form in front of the public. Risling then used his magic powers to teleport back to Hell in a flash of fire.

   Vision spoke to the people of Arbor City to calm them down and end the riots. Meanwhile Lucifer Satan confronted the Sales Manager and Risling about their failure and kicked them off a cliff after firing them.

SECRET WARS III HAPPENED

(Scarlet Witch III#9 (fb) - BTS) - Hades Inc. returned to Arbor City to claim what was contractually their property.

(Scarlet Witch III#9) - Employees of Hades Inc. were confronted by Scarlet Witch and her niece Luna Maximoff in Arbor City. The demons claimed that the city was their property and that its human citizens were just squatters in their town and they didn't like humans. Even though it was true that Mayor Risling had sold Arbor City to Hades Inc. in the past, the Scarlet Witch and Luna were not willing to accept the demons' misanthropic ways. Scarlet Witch sent the demons back to Hell and declared their contract and ownership of the city void because Scarlet Witch believed the past mayor had no right to damn the city forever.

   Meanwhile Hades Security demons confronted Quicksilver and Joseph, but Quicksilver quickly took them out.

Considering the corporation's name it is possible that there was a connection to Pluto. Maybe Lucifer Satan was an alias used by Pluto.

Apparently the Scarlet Witch was not aware that Mayor Risling himself was a demon working for Hades Incorporated.

In Scarlet Witch III#9 it was revealed that Arbor City was in Maryland.

Victor Risling

(Marvel Mystery Comics#27) - Victor Risling was a demon working for Hades Inc. He was sent to Arbor City in the United States by Satan's Sales Manager.

   Posing as a dashing human man, Risling impressed the people of Arbor City with his heroic exploits as a pilot. He soon used his popularity to go into politics.

(Scarlet Witch III#9 (fb) - BTS) - Risling became the mayor of Arbor City and sold the rights to the city to Hades Inc.

(Marvel Mystery Comics#27) - Risling's speeches turned the population of Arbor City against each other, which led to riots and countless killings. The Sales Manager was impressed by the chaos caused by Risling.

   Vision (Aarkus) went looking for the cause for the terrible hate crimes in Arbor City and soon learned that Risling's incitive speeches were behind the hatred and murders. Vision (Aarkus) appeared at another speech by Risling, saw through his human disguise and attacked the demon. Vision choked Risling until he revealed his true demonic form to the people of Arbor City. Risling then used his magic powers to teleport back to Hell in a flash of fire.

   Lucifer Satan fired Risling and the Sales Manager for their failure and kicked them off a cliff.

Sales Manager

One day in 1941 the Sales Manager of Hades Inc. was called into the private office of Lucifer Satan. He was pretty content with all the misery they had brought to humanity that year, but Lucifer Satan was infuriated that Arbor City in the United States was free of any crime and disturbances. Lucifer ordered the Sales Manager to get on the job and sell them some of Hades Inc.'s goods. Though the Sales Manager wished he could send Adolf Hitler to Arbor City, he already had someone else in mind because Hitler was busy in Europe.

The Sales Manager sent a demon known as Victor Risling to Arbor City and watched how the demon in his dashing human form quickly became popular among the people of Arbor City. Risling went into politics and spread hatred with his incitive speeches that resulted in countless killings. The Sales Manager enjoyed the chaos caused by his agent.

Risling fled back to Hell after he was exposed by Vision (Aarkus). Lucifer Satan fired the Sales Manager and Risling for their failure and kicked them off a cliff.

Lucifer Satan

He called the Sales Manager to his office and told him about Arbor City, a city in the United States free of crime or disturbances. He ordered the Sales Manager to get on the job immediately and sell Arbor City some of their goods.

Some time later the Sales Manager's agent Victor Risling fled back to Hell after he was exposed as a demon by Vision (Aarkus). Following this Lucifer Satan fired the Sales Manager and Risling and kicked them off a cliff.
