Yep killed two of them days ago (no tusks) and revisited site a few times. Nothing.
Also can't seem to find any anywhere else.

Yeah now I'm stuck on the tusk mission

I don't know if this makes a difference or not but before you kill any more ensure the tusk quest is tracked.

I haven't seen a single wild boar in the whole game.

The lake slightly East of Padsow has lots of them and bad guys!

I had the same problem and made a post a few patches back, they do respawn but it takes a few winters for them to respawn. Thats what ive noticed in my playthrough, either that or the recent patches have fixed it.

I think the first wolves I killed respawned about 2 winters later.
The animals might be a bit random. I restarted the game and while in the first game there were six boars right next to the lake with the huntsman hut and only a few wolves in the hills up north.
In the second game there were only wolves at the lake and two boars in the hills.

They do respawn for me. Boars fight with bandits patroling roads and get killed by them so that might be a case - after getting rid of some outposts around their locations, boars are much easier to find...
