Everyone needs to complete the immigration form, either electronically ahead of time or on paper at the arrival airport.

You can do it ahead of time at home. That’s the easiest way.
Screenshot the QR code. That’s a backup in case you can’t get it open on your phone at HND.
@Dave148, thank you. I just completed it. A few questions. Do I register each hotel I'm staying at or is the first hotel at arrival sufficient? Also, I said "no" to the tax free question because it says I have to spend 5000 yen on a given day at one store. I don't anticipate spending 5000 yen but if I were to do this, could this be changed later? The other reason I said no is because I have no way to scan my passport. Thanks.

2. You can say no. You have to carry your passport at all time (it’s the law) so if you decide to buy tax free at a shop, you just show your passport.
@bibimbob thank you.
The arrival hotel is enough and for tax free it’s always possible to change it you only need your passport at the time of purchase (always carry it as it’s a law) then by the end in the airport you can collect your money back by providing all receipts (it’s identical to Portugal system if you ever been there). Anything below $1600 is not worth the line. In fact, I’m exploring airlines to Japan from San Diego and delta always comes as first option. Have you traveled internationally with Delta before?
“ then by the end in the airport you can collect your money back by providing all receipts”.
Wrong! Japan does not give you tax money back at the airport. It's all done at the store where you bought tax-free items.
@Banu A, thanks. I only travel on Delta for international :-) It's unlikely I'll spend a lot to make it worth getting n line so thanks for the tip. I have traveled to Lisbon, Portugal but didn't do the tax thing either because in general, I don't spend much when I'm abroad. Good luck on your search for flights.
