I think it's supposed to suggest the viewfinder of a camera.
This is right after Sport accuses Travis of being an undercover cop, but eventually he relents and agrees to prostitute Iris. I think it means that he's still suspicious of Travis being a cop. Not only is Sport watching Travis, he's mentally photographing him to commit his face to memory. This mental photograph could also suggest Sport is bearing witness to the "cop" entrapping him and/or bearing witness to the "cop" transgressing by engaging in sex with a prostitute.
