Wasn't it very recently something like this was destroyed in India by one storm?
In all seriousness though, this would be a pretty slick idea to replace the black spheres that California puts on their reservoirs to help prevent evaporation. Dunno if it would fill the same task but seems like a good use of space
they did at some point start a pilot project for putting solar panels over the entire canal system to do both
but then they had to bog down the project by adding extra stuff to it
