First, you need raise her affection to level 5 (just give her gifts), then check out what other resources require for that skin to unlock, get them and there, you unlocked the alternative skin, not just for Mimi, but for any character.

The OP asked for the Race Queen skin, not the Bond Skin. Her Bond Skin is swimsuit skin. My guess so far is from that you could have gotten her from the crowdfunding campaining, as there's a profile banner for her and it says that it's obtained from crowdfunding, I would like to know if it is possible to get her Race Queen skin, as it was part of crowdfunding after the crowdfunding has ended.

Well these skins are not changing anything beside the splash art anyway... would be way cooler if it added something more visually inside the actual game.

Ahhh so it's from crowdfunding, i know the skin doesn't change the sprite but they do update it overtime so i'd personally like to get/collect them regardless but in anycase thank you for the reply!

What are you talking about? The skins show in game and have different animations.
