Lacelle “Wiss” Bulgin was born in Jamaica on the 11th of October, 1955. His first experience with music was at Mona Rehab Center, along Skelly and Apple Gabriel. He is one of the founding members of Israel Vibration. Wiss has wrote and recorded many hits, such as “Jailhouse Rockin’”, “Cool and Calm”, “Vultures”, “Greedy Dog”, “Gully Bank”, “You Never Know”, “Licks and Kicks”, “Get Up ’N’ Go”, and “So Far Away”.
