The full saga behind why there are two is a bit convoluted.
The short version is just watch them both, they're not the same.
The medium version is "if you want to, there is a sort of chronological watch order that weaves them together, but it's of debatable importance".
I always assumed they were similar enough that it wasn’t worth watching both. I enjoyed the ova so I’ll give the TV version a shot, thanks!
As someone who just finished the tv version, and started going through the ovas, the tv version is more plot focused with some ecchi, and the ovas are ecchi focused with a little plot

I spent five minutes trying to track down a proper explanation rather than just the various ignorant forum posts I kept finding, but that's as much time as I'm willing to allocate to the endeavor.
There's no real "story" per se, I just watched the TV version and then the OVA version myself.
So, it's weird.
Dec 2008 - OVAs begin releasing
April 2010 - TV starts to air
June 2010 - TV finishes airing
June 2010 - Uncensored TV episodes now available on DVD
April 2015 - OVAs finish releasing

One is the stores itself, and one is some extra that didn't occur on source material (OVA)
