Robert is the 2nd most common male name in the US over the last 100 years. Doesn't seem too weird to me, especially as many of them are older.
The writers also probably thought Bob Vance and Robert California, while technically the same name, was different enough not to confuse viewers.

I watched the Paper Airplane episode last night and the guy that presents the check is named Robert too! I wonder if it's like an inside joke with the writers or something. Because there are a ton of Roberts/Bobs.
