Was Tartarstan ever proposed to be a UN member in the period of 1992-2002?
I stumbled reading in Wikipedia, when I came to tartarstan page. In 1994, an agreement between the russian federation and tartarstan, partly of this agreement which "recognized" there sovereignty, tho overturned in 2002 with the removal of the term. Was Tartarstan ever considered to the UN, by the sense of being nominally independent as being an associated state? Like the example of the provisional republic of Vietnam, a vietcong government that shortly was in the UN, and joined Vietnam administratively and officially 1 year later in 1976?
