Lack of Follower’s of the Apocalypse in the show

I understand we don’t have the reasonable amount of time as you would a video game. But these are major things that are purposefully omitted in an area where they would more than definitely be needed. They’d be in the area no doubt even if it kills them all. The point of the followers is to offer Medical and educational assistance to those who need it in times of need. Philly being devoid of this after we see it’s a major caravan hub. Let alone not mention of other caravans like the crimson caravan or even the gun runners. They’d be there especially if they could make caps. No the show omits them to input their own new groups like the “government” which in my opinion was really weak and added nothing to the lore and was just a stand in for Philly not having any sheriffs or authority over it probably to remove the show from the NCR government even further. New fans wouldn’t be able to receive the idea of a fully functional post nuclear war government like the NCR. What’s everyone else’s take on this I’m kinda curious?
