Silver Surfer Black is a really good story, with outstanding, very unique art.
Cosmic Ghost Rider (with the extras from other books that it includes) is a good story, with good art.
I'd go with SSB, but both are good options. However, SSB is also a shorter story, compared with everything you say the CGR edition includes.
I hope this helps you decide. Also, I should point out, SSB spins out of the events of GotG #1 (2019), which is included in the CGR edition, so ideally you should eventually get both, or at least read said issue to know why the events of SSB are happening.
