What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.**
I'll be mainly using it for high end gaming and game development in unreal engine and unity, so it has to be able to handle 120+ fps for gaming on fortnite, apex, overwatch, cod, etc. It also has to be able to run unreal engine smoothly with no choppiness or glitches, and render very well.
What is your maximum budget before rebates/shipping/taxes?
Under 3k. I'm leaning towards 7950x3d and rtx 4080 super, so I want the pc built around those two parts.
When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.

What, exactly, do you need included in the budget? (Tower/OS/monitor/keyboard/mouse/etc)
I want RGB quiet case fans that are enough to cool all of the high end parts such as the 4080 super.

I'll be using a 240 Hz 27 inch 1440p monitor so it has to be able to run smoothly at 1440p and 240 hz.

size doesn't matter as long as it fits all the parts. I'd prefer a white or clear case so I can see the parts inside the case. Also rgb lighting would be cool.
Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?

I only picked the cooler for aesthetic, but feel free to replace it with the much cheaper Peerless Assassin. Most of the black parts are hidden from sight, so they should be acceptable.

Here's my take on it. White RGB airflow themed build with an emphasis on silence:
CPU - the 7950X3D is a good fit for your needs. I like this pick, price from Micro Center.
Cooler - top tier performance for under $40 is a steal! This is the best price-to-performance white air cooler, and outperforms the NH-D15 as well.
Mobo - has all the connectivity you need, including WiFi/BT. White/silver aesthetic.
RAM - 64 GB of fast 5600 MHz CL28 low profile RAM to fit under the cooler. Went with lower frequency to ensure stability with high capacity sticks, but also lower latency to ensure strong performance. Aesthetics don't matter because it'll be hidden under the cooler.
SSD 1 - the primary is the 2 TB T500. It's the fastest Gen 4 SSD in most tests, and is priced very well. This is for your OS, programs, and active projects.
SSD 2 - the secondary is the 4 TB GM7000. It's a reliable Gen 4 drive with strong performance. Great for your games and everything else.
GPU - the RTX 4080 Super is great for 1440p gaming, easy 200+ FPS in competitive games at high/ultra settings or 100+ FPS in AAA games at high/ultra settings. It's not really used much for game dev besides live FPS in the viewport and niche applications like lightmass baking.
Case - the best of both worlds when it comes to airflow and silence. It has a mesh front panel for airflow but foam dampening on the rear and top panels for noise suppression. There's an option for a mesh top but I'd recommend the silent top panel because airflow is already quite good.
PSU - high quality with fully modular cables to minimize cable clutter. 1000W is a bit more than this system needs but the overkill nature will ensure that it operates quietly. This has the ATX 3.0 certification so it's designed to suppress GPU spikes up to 2x its rated wattage, and comes with the 12vhpwr cable for cleaner and safer power delivery to the GPU. It's on par with other flagship ATX 3.0 PSU's like the SeaSonic Vertex and Corsair RMx Shift in terms of quality but is cheaper and quieter than both.
Fan - move the 3 stock case fans to front intake and install this one as rear exhaust. The Phanteks M25-140 has one of the best measured noise-to-airflow ratios among 140mm RGB fans and doesn't break the bank. If you want to maximize lighting, you can replace the stock fans with a 3-pack of the same Phanteks fans.
Alternatively, we can ditch RGB altogether and go with an all-white theme with the quietest fans on the market and one of the strongest air coolers on the market that also happens to have a pure-white colourway.

I kinda want one of the lian li cases or h9 flow cases. Do you think they'd be equally good for airflow and minimal noise?
They're great for airflow but have nothing in the silence department. You'd have to choose a quiet CPU cooler and fans, and tune the fan curves for silent operation.
Any recommendations for quiet cpu fans and cooler?
First of all, for those cases you'd want a 360mm AIO. They fill out the case better and should be better value than an air cooler with 3 extra fans. The reason I say that is because these cases look very empty unless all their fan mounts are filled.
A good 360mm AIO will probably be slightly quieter than the PS120SE in my original list as well when paired with the 7950X3D.

As for quiet RGB fans, we should move to 120's for those two cases since they fit more and it'll be visually consistent.

In either scenarios, you should tune the fans to a silent curve.
